Even more optimizable, in case you are using a regex engine that supports backreferences to ^ {0,3}([-_*])[ \t]*(\1[ \t]*){2}$ (21 steps). Dropping the group specification (and instead explicitly repeating the backreference) gets us to 15 steps. Dropping the constraint enforcing exactly three repetitions for the [-_*] yields 219 steps (or 217 respectively), though.
