This code is not complete. For instance, the static class method ATM.get_user_code() is not defined anywhere. You are using an sqlite3 database, but no where have you shown the schema. Both of these things makes it impossible for us to run the code, so we are left wondering if we have a complete picture of the program structure. Lacking that, we really can't provide a good code review with any confidence.
