You misread. It was a sloppy existing practice because it used to be undefined behavior before the standard was changed. Now, however, it's explicitly defined behavior. It wasn't that long ago that defining a variable inside a for loop was an error. Now it's a best practice. Programming languages, like spoken languages, change over time.
