It must be noted, that there should be used System.Timers.Timer not the System.Windows.Forms.Timer

I notice that in GenericTimerCallback , if a operation is called that does not resolve immediately, the Delay function will repeat itself. Moving the Abort() call above planAction(); seems to correct that.
